We can dive in even further. The attempt to frame the conversation as one of tiny percentages relies on claiming that the problem is, then, small..which is is demonstrably not. It's a variant of scientific racism that leverages the stigmatization pillar of the white supremacist victim complex. It appeals to racists, and can seem appealing to non racists, because that's what it's designed to do.
Boiled down for parts. It's the claim that racists are right because numbers.
I doubt that our policing system being less racist would mean that it was perfect, and I don't think it's too much to ask from the justice system for equality under law.
