The best approach for anyone has always been a very very small government, so small you can't even see it. That means no funding for a Police and Prison State, no funding for wars, no legislators, prosecutors, cops. You have a voluntary system were we take care of each other, but we have no power to force someone to do something we'd like them to do, if they don't want to contribute then they shouldn't be forced to.
