I doubt that the good ole boys were taking their ques from cam'ron up there. The idea of not snitching is as old as the idea of policing. The word snitch, itself, is as old as this country. It's always made as much sense as it ever had, for anyone.
It's a thing, because racist twatwaffles say it, and now we're talking about it. Another example of the disparity between making up bullshit, and the time it takes to defenestrate said bullshit. OLB would like to blame communities for the violence they suffer both at the hands of police, and due to police incompetence. OLB is an authoritarian shitheel who thinks that there should be more police brutality - and that's what he has in common with the racist twatwaffles, that's why he consumes their products, and that's why he ends up saying the silly shit he says here.
