Like all freedoms, speech is necessarily limited. An action isn’t necessary for hate to occur - this is why ‘inciting to riot’ is a crime. You can stand on your soapbox and harangue a crowd until your breathe gives out, but if you tell them to start a riot and they do, you’re responsible.
Freedom of speech doesn’t mean and never has meant ‘consequence-free’ speech.
