The pope has a tremendous role in governing the Church and the Holy See. The Curia and the Secretariat are both answerable to the pontiff, but he is not answerable to them. He can unilaterally make changes to Church administration, alter the budget to suit himself...he can even raise an army if it suits him to do so. He can ordain/elevate anyone he wants to, and defrock any member of the clergy on a whim.
The pope has extremely wide (though not unlimited) powers of governance within the Church. It’s not a stretch to think of him as a prime minister with a rubber stamp parliament.
