1. Actually there are multiple flags most of which are variations of Anarchists flags that have existed since the 40s 
2.Anyone can write a manual and lot's of Anarchist movements have manuals right wing movements do too 
3.You mean people might organize in a movement and maintain a local presence .....Shocker
