I agree IDs should be required for all firearm sales.
But even given that, someone can have problems and never be reported to police and fly under the radar. I think waiting periods will help too. I think there should be a limit on clip size, and ammo too. I think red flag laws will help too.
This guy yesterday, according to those who knew him had no record of violence before. But it is obvious he was having issues otherwise he wouldn't have done it. A mental evaluation and waiting period might have prevented this.
