I think Angrboda is right in her assessment.
Seeing that in most places in the US sex for money is illegal, I would assume that's why sex workers aren't a protected class in and of itself.
I once met a girl who worked at a massage parlour (and for the benefit of anyone reading this who happens to be my wife, I would like to stress that I met her in a totally non-massage situation).
She seemed very sincere that she and her co-workers didn’t consider themselves part of the sex-for-money trades, since BJs and handies weren’t actually sex.
