The USA is the country with the highest incidence of type-2-diabetes and among the highest from heart disease, both of which drastically increase the risk of somebody dying from COVID. Sure, if the Cuomo's ridiculous policy of putting COVID patients into nursing homes was not followed, the number of people dying from COVID would have been lower by a few tens of thousands, but I am afraid that is it.
