I'm aware that the government has long found ways to fuck black people over with mass incarceration, and that not only have the Democrats helped with it, Biden helped write a bill that helped make it worse. There's literally a documentary about mass incarceration called 13th on Netflix (and also Youtube) about how mass incarceration is basically a continuation of slavery. That said, your scenario of how Biden could turn on black people hinges on six impossible things happening before breakfast. Or at the least, highly unlikely. I highly doubt that, at this point, Biden's going to get a worse view than "lesser of two evils."
