yes stupid uncut videos are... how ever when you edit videos from multiple sources/different events and kibosh them into a singular story that pushes a specific narrative that any one of said videos does not tell on it's own, the video becomes propaganda.
In fact as soon as it is edited it becomes secondary material. once you add a commentary it is not a tertiary source, and when you compile video to tell a narrative at best it's commentary when the government sponsors it it is propaganda.

sorry slow mo but you can't why? because you are not watching a complete video you are watching video segments edited in a specific order to aid in the telling of a pre arranged narrative.  watching the video without sound still forces you to watch a compilation of eddits designed to tell a prearranged story. how are you so brain washed that you don't know the value of raw footage against what fake news edits together? how many police shooting does the fake news get a hold of and make it seem these cops are evil, this last 13 year old boy who was shot they even edited out the gun he had!!! it wasn't till we saw the raw police cam video did we see the gun cops saw. and you still cheerlead news video as being on par with raw footage.

That is the difference between primary source material ( actual unedited eye witness film) 
Secondary material (eye witness testimony/someone telling you who was there what had happened)
Tertiary material, like you news cast/someone explaining third hand what had happened.

So, yes stupid they/videos can be considered primary, if raw meaning a untouched video of said event being discussed.... if edited and a comentary added by anyone that did not take the footage, then it becomes secondary... if video is eddited and other videos added then it becomes a compilation and this is now tertiary material. once you add commentary it now becomes a commentary.. once the government controls the narrative it then becomes propaganda.

As far as fake government propaganda ... TRUMP was "the government" at  the time. You think HE ratted himself out.
