Do you think the military is responsible for making those decisions? I hate to break it to you, but it's like a half a dozen Boeing executives, three or so lobbyists, and (maybe) a congressman who decide that the entire country should do those things. Then they pass their orders along to a few generals, and the rest of the American population.
