It doesn't work like that, it is called mutual destruction. I don't care who fires first, there will be return fire and like a domino it will continue until the earth is so fucked up none of our worldwide communications work. But if we fire off everything the world has, friend and foe alike, we are most certainly sealing our species doom.
In reality, it is not good if either side take the first shot.
