Can someone define "cross dressing"?  Biological women regularly wear pants, and some biological men, such as myself, publicly wear skirts or dresses.  I do not look upon myself as being a "cross dresser".

They're referring to the extreme, in the case of men instead of women. (Unless you're a fundamentalist who thinks women should only wear skirts and dresses, which seems to be making the news lately from conservatives) In a patriarchal society, more pressure tends to be placed on the male to adhere to certain societal norms. Women are more overlooked, because what do they matter? The only time the father seems to care about his daughter is in regard to her precious virginity or when she's dressing like a 'ho.
