Incarceration can defensibly be said to serve two goals, rehabilitation and keeping criminals out of society to reduce the risk of reoffending. Neither goal is served by taking away their voting rights, the exact opposite, in fact. Participation in society's political processes aids rehabilitation which ultimately reduces the rates of recidivism.
