If a judge sentences some men to life time of hard labor, and others death.. If you worked for that same judge as a clerk would it mean you will be forcing people to do hard labor or putting people to death?
As I pointed out God does not rain down evil on everyone. If you read your verse in context The evil being rained down is focused on the enemy's or countries that stand in opposition to God's servant Cyrus. This verses only applies to those who oppose Cyrus. (who has been dead for several thousand years.)
