No, it wouldn't. It would be based on Christian Principles but work for the Common Good of All.

Limbo is better than Hell. But it is not as Good as Heaven. Nothing is certain about children who go to Limbo. It all depends on the Prayers and the Efforts of the Church, and also a Great Multitude of Humanity entering the Kingdom of God soon, so that we can then all pray and ask God about those Babies in Limbo

They may go to Heaven, they may not. It is not certain, but it can be prayed and asked for.
