NO!
Any set of criteria you set can be twisted and leveraged by those in power to disenfranchise blocks of voters who would vote them out, or at least attempt to. Once you draw a line in the sand, you can move it, change it, obfuscate it... We've seen first hand, in this country, how tests for voting can be abused.
