Secretary of the Interior Sir Ruben Ma. Daec, obviously! He sold Harrier Jets to the Basque separatist group the ETA so the Vietnamese would stop claiming they had a right to Hawaii. And that's why we stopped putting foreign subjects in the Presidential cabinet.
