If I weren't just taking the piss out of this bizarrely-written question, I'd suspect that he's either talking about Charlie Wilson convincing Congress to sell weapons to the Afghan mujahadeen during the Soviet-Afghan war; the Iran-Contra affair, where senior officials in the Reagan administration illegally sold weapons to Iran to fund the Contras in Nicaragua; or some weird combination of the two events that exists only in his head.
