Not really. Socialism would have means of production in the hands of proletariat. Currently there is no country in which such thing happened if I'm not mistaken; it's capitalism everywhere simply more or less constrained.
Also neither welfare programs nor socialized healthcare are socialism as socialism is about owning means of production (and perhaps being prelude to communism if we don't use terms interchangeably).
