Did you see the whole interview where Putin said that? He explains his thinking, though he's not offering some kind of official policy statement. It's more like the interviewer asks him who he'd like to win, and he sort of says, "Well, she seems OK."
"Endorse" is maybe too strong a word.
He rightly points out that Trump put harsh sanctions on Russia. And while it's entirely likely that Kamala would do exactly the same thing, Putin jokes that her laugh makes her seem friendly, so maybe she'll be nicer. It's not a considered political statement -- he knows that his "endorsement" would change nothing.
He also knows that every four years the Democrats rev up the anti-Russia machine, implying that evil Putin (100 Hitler brains in a Godzilla body!) is going all out to sway the presidential election. Hillary repeated this fiction over and over, especially after she lost and had to explain it by saying that the election was illegitimate due to outside interference. The fact that no one ever found any evidence that Russian influence made any significant difference in the election gets routinely ignored. They make the claims when it has propaganda value, and later quietly retract when nobody's listening.
I mean, more than 50 US intelligence officials signed a letter saying that Hunter Biden's laptop was a Russian fake. And then after the election Hunter quietly confessed that it's real and it's his. But there are still people who haven't heard that last part. (And the laptop is hardly important in the great scheme of things; Biden's corruption is past its sell-buy date at this point.)
Remember that while Trump campaigned on improved relations with Russia, he completely failed on this promise. He imposed huge sanctions, armed Ukraine, expanded NATO, and walked away from treaties. OF COURSE Putin would rather take his chances with anybody else, though he knows full well that Kamala's policies will hardly differ. He's actually smiling when he says "her laugh makes her seem like she's in a good place."
The idea that Putin prefers Trump in any way is not based in fact.
