There are only two reasons a man is in a women's restroom...
1. He genuinely and legitimately got confused, went into the wrong room, and shouldn't be judged at all in the same way a woman shouldn't be judged if she was to accidently walk into the men's.
2. He is a pervert.
The law doesn't apply to number one, and I'll leave it to your imagination as to how allowing male perverts into women's bathrooms - a place where they are relatively isolated - increases the chances of women being harmed; besides the inherent emotional harm of perverts being allowed into what are traditionally private spaces.
And absolutely it works both ways; a woman has no place in a male's restroom, however due to sexual dimorphism this just isn't the same sort of security or practical risk as the counterpoint.
