If you have to ask, I'd say a couple factors would be involved. The most important of which would be a sustained pattern of behaviour and bad intent. Ideally, unless the racism in question was particularly extreme (usually something on the order of "if the ADL has a hate symbols page of the thing in question" or "blatantly supporting violence against minorities"), I'd try to at least talk with the people in question and get them to at least stop. If they don't stop, then it goes to HR.
