It's a solid legal strategy - to insist that the only way you could possibly pay the multibillion dollar fines before you is to be allowed to continue profiting off such claims as produced those fines in the first place. It has the benefit of absolute truth.
He had the money and the high-profile, and supporters across the nation. It's going to be pretty hard for a Congresswoman to hide her income and assets -- they have financial statements to file each years, and lying on them is a felony.
