It doesnt criminalize the seller. Only the buyer. Thats sort of the solution and a good way to solve it. I think the focus is mostly to take the pimps and people behind it. Legalizing it would only reward those people.

Criminalizing any part of it forces it to be a black market.  How do you think criminalizing the buyer (the demand) avoids that?
