Criminalizing any part of it forces it to be a black market.  How do you think criminalizing the buyer (the demand) avoids that?

Regulated fentanyl is a problem, but being a part of the opioid crisis, isn't specific to fentanyl. Unregulated fentanyl is a big problem. You do the math.
