I think your solution starts on the right track, but doesn't go far enough.
Treating a prostitute in a kind way, as a human being, is certainly a good idea. But one night at a carnival isn't going to solve their issues.
Recently I read about a group of volunteer ladies in Japan. They walk around the neighborhoods in Tokyo where the streetwalkers wait for customers. They are kind, non-judgmental, and motherly, and they have information about all the services that the girls might need to get out of that line of work. There are agencies to help if they are deep in debt, and clinics if they have a drug problem, safe shelters if they are runaways.
Most of the girls aren't professional in the sense that they have pimps or gangs forcing them. But they generally have had bad luck in life, and this is helped more by empathetic assistance than by arresting them.
