Opposing government policy is dissent. Fighting against the status quo is dissent. Conspiracy theories are not "dissent," they are outlandish accusations meant to cover up the fact that sometimes life is really, really shitty. It makes people feel better to think there is some conspiracy out there to make bad things happen, because admitting that bad things happen for no apparent reason by some stranger they'd never heard of is heartbreaking.
Most conspiracies revolve around unfalsifiable claims, just like religion. In the case of 9/11 truthers, they actually made falsifiable claims several times. And they were shown to be false.
