I saw that episode - I thought that was a very creative way to build wine racks, especially if you either are going for a modern look, or simply don't care about aesthetics.
As far as securing the sections of pipe, PVC glue should work fine for pipe-pipe joints. You might need to experiment a bit to figure out the best technique. I would imagine that a 6x6 or 8x8 matrix of PVC pipe sections would be very rigid.
For pipe-wood joints, you'll want to use something like gorilla glue or epoxy. Screws would work as well.
Some people prefer bottling. I prefer to put my stuff in cans.
