Technically. However, I worked for federal Social Security here in Australia.(it is NOTHING like the US version) I was a decision maker,spending tens of millions of dollars a year.Some government policy was very harsh and punitive to the unemployed, so I didn't follow it,making up my own policy. HOW did I get away with that shit?--------------------------------
Here there is often a big difference between policy and law.I knew the law. (was used as an expert witness in court) I documented everything ,always citing the law, but only also citing policy if it supported my decision. I never once had one of my decisions changed in-house or overturned on appeal. PLUS, I told NO ONE about my personal policies.
The law is often easy to circumvent,if you know what you're doing; lawyers do it constantly.
