The Heritage Foundation is a right wing think tank that is more politically minded and the Discovery Institute is specifically aimed at getting evolution and non-creationist science out of the school system. They are both on the same team, I will put it like that.
So I think in this instance that you are correct. This is more a Discovery Institute type statistics fishing expedition.
