I see it more as competence within a chaotic demography. If the population ever allowed us as nations to lock our economic demography into a given shape, thus stabilizing the economy, then we would see a marked improvement. There is nothing an economy likes more than stability and a balanced shape.
Most people though cannot even think demographically and that would have to be taught to us first along with the benefits of stabilizing the demographic common.
