It looks like that was exactly what happened here. A racist saw a black man and felt threatened. Said "fucking coon" and "these assholes always get away" which is clearly audible on the 911 call. He was told not to approach but did anyway, obviously looking for a confrontation, during which time the unarmed teen was shot. Yeah and he sounds real scared on that 911 call...
