1984 already happened, in the 40's and 50's. Why people are "waiting" for it (for whatever reason) is beyond me. It was not prophetic sci-fi, it was sci-fi as social commentary. It simply didn't happen where Orwell thought it would (the novel itself is largely about life in the Soviet Union and Wartime Britain, most of the elements of the plot and it's motiffs being predominantly British). In Orwells vision, GB would win the the war but it's democracy would not survive. He was half right. The Soviet Union (and much of the world) went on to parody themselves in a manner very much like the one that Orwell envisioned, but in many ways very different, which led him to remark that his "prophecy" failed to materialize in the manner that he had expected it to. Nevertheless, those elements of the narrative which led him to publish this story did exist, some still do exist, and it has become a fairly important little bit of fiction.
