Think of it as people walking through a 100m tunnel, but only looking at the people who are in the first 20m from the entrance. As new people join, they get added to the amount of people in the 20m section we are looking at, but as people move through, they eventually leave this 20m section. If you have a lot of recommendations (people) at the end of the 20m section, then those people are going to count towards your ranking, but as they leave and no new people enter to replace them, you will lose your ranking.

Yes people can remove a rec. You can view a person's recommended posts by going to their profile and clicking "find all recommended posts".
