That doesn't solve the problem. It breaks up the organization. At that point it is easier for police to control streets. If I moved into a town and I had one person come to my house and say "you are white and so this isn't a white nieghborhood...if you want to live then you will pay me X amount of money each month" I'd laugh and tell them to go to hell and then I'd probably call the cops and tell them about it. If I knew that same person had twenty, thirty, or more people behind them that would all make my life a living hell if I didn't pay then I'd probably pay. I could call the police on a couple of them and tell them about it. They won't lock up every gang member for that..only the ones that I had contact with. That is if they can even find evidence to substanciate my reports. So then the gang members that didn't get arrested would still make me pay them and probably would physically hurt me or destroy my property. Police can not control an organization like that.
How do you think gangs are able to communicate from prison? It's because of their size. Someone puts someone in prison...the outside gang members will kill that person. There are even situations where people to go prison but get a lesser charge because they ratted someone out...then gang members inside prison will kill them. They don't care. It's all about thier "gang" and their stupidity. They think they own people, places, blocks, etc.
