I think you may just have to replace the carpets. There hasn't been a smoker in this flat since January 2004 when my Mum died yet I can still smell smoke coming from the carpets in certain rooms more than 8 and a half years later.

As for the walls, wash them down thoroughly with sugar soap. If you just paint over them you will end up with browny/yellowy ickiness seeping through when it gets warm.

Oh, and congratulations on quitting!
