Ahhh, but then isn't a meritocracy just control by the test makers? Look back in history when "literacy" tests were used to prevent black people from voting.
How do you measure political ability anyway? SAT scores? I've known plenty of intelligent people who FAIL hard at life due to a lack of connection to the real world. We could use MMPI scores but a smart person could research how to answer to get a high score. WOW duels? yeah that would be awesome!

That is the thing though: a great deal more research is needed to now what to test. I would certainly hope that those in charge were very intelligent, so probably IQ would be checked. But aside from that: it will take a great deal of discussion with very smart people before everything with the system is ready. And even then, it will probably require some future adjustments.
