It's along the same lines as shit like the gold market... if company finds a massive labyrinth of gold, they'll probably blow the tunnel, quietly mark it for longterm use, and pretend they never saw it. Gold prices would plummet, and this would be a horrible move by them (sell more... earn less).
Yes, slavers would be plenty a threat... but their focus would shift off of selling humans, and more on working them themselves. Selling a cute lass for a high price to some sickening bastard is always on the table, though. Yes, cartels will always exist... but they'd spend less time trying to get around the now departed mighty government, and would have more resources to put to use in making themselves stronger. Power war!
