I think this says more about how we let low level government officials run their office, if a republican wants too "boost job growth" he can undercut the taxes of his neighbor state, the state gets new development, new jobs, and "screw those guys in the state next door, that's not oooouuur" state, but in reality the tax bill is never high enough to sustain the business'. So the mayor, or congressman, or whatever gets credit for "boosting job growth", the state gets immediate benfits, and sees boosted revenue, but then the bill comes in for the increased, traffic, firemen, public schools for employees....etc etc etc...and the city can't pay, so the business closes and moves on, the city is left bankrupt, and the public officials who started this crap (romney in mass is great example) get off completely free, and even get to run for higher office
