Romans 9 tells us that not all are called to love Christ. For we can not love Him unless we are called. We are also told not all who are called will heed that call. So to answer your first question No not everyone has the ablity to Love God.
Then you asked can only christians love Him?" My answer their isnot all Christians do. We are told by Christ in the book of Matthew not all who claim 'christianity' love Christ. Some 'christians' love the idea or philosphy of Christianity more than Christ Himself.
To answer your last question. 'we' are not born with a lack of love or with an intrinsic ablity to love God. We have all been given a measure or an oppertunity (unlless you are a apart of the group of Jews Romans 9 is speaking about) To love God. We are not 'born' Christian, even though we may be born into christianity. To be a Christian one must choose to be faithful to what measure of love he has been given. We are told all we need is a mustard seeds worth of faith and God will move mountains for us. If God is willing to move a mountain for you then how much easier is it for Him to give you the Love you need if you simply ask for it, with the mustard seed of faith we all were given?
