The propaganda was that if a average german worker would pay 20 marks a week into a state provided savings fond, he would get a VW Käfer after 1 year.
But the people who did so were conned, since the fonds were used to finance the war and almoust all VW factories were producing ammunitions, arms and tanks back then.
The car was basicaly only designed back then and few were produced.
The Käfer became a sucsess after world war two during the "Wirtschaftswunder" (economical wonder) years in the 1950s, as a cheap, simple, easy to understand and long lasting car.
Which is how VW also markets it`s products today.
