Not just in Boston but all over America. Not sure how it works in the UK, but in America, we fill out forms to send in telling the Feds and our respective State government how much money we made and what deductions we're claiming.
Wherever we work, the company withholds a share of the paycheck for taxes and sends them into the government. At the end of the year, each individual makes an account of what they made vs what they paid and finds out if we owe the government any back taxes or we're entitled to a refund of overpaid taxes.
The deadline for sending in tax forms is today. Hence, it's "tax day".

Seriously, I think that is one of our cultural quirks. I don't think you see this nearly to the same extent in other countries. I could be wrong though.
