Creed is right...when you compare the Roman Empire to other ancient empires like the Assyrians or the Babylonians, the Romans were far better...like Persia, the Romans made allies of those they conquered, (except if they were crossed, they could be brutal)...and like you said, the conquered did benefit from their building enterprises, especially from the roads they built which opened up trade and enriched those in the whole region...The Roman military also doubled as the Empire's road construction crew...their roads were so well built, that some are still in use today...So yeah, everyone benefited from Roman rule as long as they weren't crossed..
