It doesn't have to be in Gallifreyan for Clara to have been able to read it. It could literally be in any other language. We have to assume that the Doctor wrote it, since who the hell else could have written a history of the Time War, so he may very well have written it in English, as he clearly is not speaking Gallifreyan all the time.
I do not play games second-guessing script writers but one does not "freak" on what is impossible rather just a man with long hair.
