That's scientifically not possible. In fact the fastest 15 year old boys just in the United States, not in the world- are faster than the fastest women in the world, that's actually a fact. Here are the results of the Olympics 100m in 2012 finals for women: http://www.jamaicaobserver.com/olympics/...00m-finals--
And here are the times of best 15 year old boys in the US in 2012 (8TH GRADE OF BELOW):

Moreover, the existing world record for women 100m of all time was set by a woman called Florence Griffiths, she ran 10.49s in 1988. This record was beaten by 13 boys worldwide. Source: http://en.wikipedia.org/wiki/100_metres#Boys
So why are teenage boys able to compete (and beat) the fastest women in the world?
The science behind it is that males, on average, have a larger heart than females and so can pump more blood around the body, the oxygen consumption in Men is 20-30% higher than women. Read more about it here: http://www.livestrong.com/article/347443...men-women/
Men are also taller, and tend to have longer legs for greater strides and also have stronger bones and stronger muscles than women: http://www.dailymail.co.uk/health/articl...t-all.html
So in terms of physical attributes, there’s no competition between the two sexes, but then again, who even said they should compete
