It basically means that same as "You have the right to be offended", as in, you may be offended. But are not obligated to so so, it's a right you can exersice or not.
You do not have the right not to be offended means that just because someone says something that may be offensive to you, you do not have the right to stop them from saying it. They do not have to consider your sensibilities. Again, they may choose not to offend you, but that right lies with them, not you.
