Actually multicultural norms were first introduced in Canada in The 70's as a way of creation greater recognition for French and native minorities in legal and social structures. They then spread throughout the west as immigration grew and politicians decided for an easy 'out' when it comes to social inclusion/assimilation.
People also need to remember there are two different types of multiculturalism; fact and norms.
Multiculturalism as a fact has existed since humans first sought to interact with other humans outside of their borders (however defined). Multicultural norms (the legal/legislative form) are very much a modern enterprise, and one I vehemently disagree with as an egalitarian.
