Not necessarily.

There can be conclusive evidence given through forensic and DNA investigations.

I would simply rather limit the number of innocent people who could potentially be executed.

Forensics and DNA only have so much to say about intent. They don't interpret themselves, after all.

I would like to make sure that there is absolutely zero chance that an innocent person gets executed. Anything greater than zero is completely unacceptable to me. There's only one way to make sure of that.
